There are plenty, it all just depends how you personally differentiate "White" and "Black" hat techniques. If you can clarify what would be White hat to you I would be happy to link a few services that match your definition.

unfortunately that is all you will get these days on bhw, everyone wants quick bucks via skype or pms
If you have just come out of a slap then why not do the work yourself for a while? Build up the trust with Google then get a service when you're ready?

lol yup - already had that happen earlier - wanted to do seo for me with no experience...scary. I will try and search for your posts. I will gladly do it myself for a bit - just need to know what to do! I write a new article every day focusing on a new kw and post it - high quality - I'm developing an authority site. :\ I've never tried to profit off of anyone on here when I offer help. I've had people here help me, and I return the favor by giving back to the community through free consulting, and I just personally wrote 5 members free university level articles (you can see my post in the associated content forum).
I would have just taken a look at the site and linked you to a BST that I feel would work based off experience, as I have plenty of happy clients. You can't just come on here and say "what BST will rank me high?" then expect to make a purchase and reach top rankings. SEO is a bit more intricate than that. Maybe that's what got you penalized in the first place.
I just don't appreciate being judged. Anyway- Good luck.

I like what wannabie had to say about taking some time to do your own SEO and find out work today, before jumping in and paying for someone to do the work. However, that might not be you situation and you need these types of services. The best bet, if you are going all White Hat, is to full understand what white hat SEO is and follow that to a T.
Here are a couple of article about whitehat seo, one from Google and a spoof from SEL, and finally the semoz guide on seo, which I think should help you out.
With that said, most services that offer help with SEO will use things that break the "whitehat seo" rules... So, you might as well put your greyhat on and get busy!

No such thing as pure white hat. You don't want white hat, you want someone that doesn't take stupid and unnecessary risks.

white seo is doing nothing with seo
^^^^ EXACTLY!!!! Baically I want a service that doesnt put links on foreign bs sites that have NOTHING to do with my niche. I am looking for a solid SEO (greyhat is FINE) service that will just use US sites and quality content. No spun sh#t that reads foreign.

Absolutely wrong there. People consider white hat as Unique , Manually placed links for example.
Another good way to get rankings almost automatically (Long tails etc) is to update the site regularly with unique content , Then maybe do a few social bookmarks on the article link. This works pretty well for me

You dont even need that much, 50 High PR social bookmarks are better than 500 PR0 bookmarks for example
Remember to use unique usernames also to avoid footprints!
