"Whitehat Seo" & Google Adsense Policy

I decided to do some reading on google adsense policy and this section caught my eye:

Do not promote your site (or let anyone do so) using policy violating techniques:

• comment spamming
• creation of fake forum profiles
• posting links on link farms and "private blog networks", link exchanges and social network spamming.

Comply with the following rules while using online advertising to promote your site:

• If using Google Ads, the Google Ads landing page quality guidelines should be met.
• The ad itself must not be misleading. For example, if my site is about frying pans and the AdSense ads on my site highlight frying pans for sale, it would be misleading to tweet a link to my site with the text "Great deals on frying pans.” This is deceiving and a form of encouraging users to click on the ads since the content on my site does not talk about frying pan deals or sales so visitors would be driven to the ads on the page.

In the past year i've recently purchased tons of whitehat seo packages and they all did the very thing that is against the adsense policy. My question is, is there any whitehat services that are available that do not break their rules?

what do you mean by "whitehat seo packages"? you probably did blackhat since what is against their tos is blackhat and not whitehat

Apologies, my correction, anything advised in the whitehat seo section which lead to recommendations to those offering services in the SEO- Packages.

What Google considers to be whitehat essentially amounts to on-site optimization, occasional Social Media posts, natural backlinks, and practically nothing else. (https://support.google.com/webmasters/answer/7451184?hl=en)

Outside of Google, what many people consider to be whitehat is more accurately described as 'virtually no chance of getting caught'.

Lol I assumed as much, but hoped that my assumptions were invalid. Google seems to be relentless when it comes to closing accounts with no clarification.
