whitehat link network

i am interested in hiring someone to build me a link network.. i have an existing network, but it seems to be getting picked off and deindexed by google.

i want someone to basically design the sites .. i have hosting and the domains and can do the linking but am interested in someone who can make sites that won't have any problems in the future with getting deindexed, so human readable no copied content, real purpose websites only please.

i could do something like this, i but it would be a lot of work. on my part. it could be made easier but still. you have a great idea, i could do one for you if you were interested. let me know. their are also other people on here that are well qualified as well.
