Your typical black hat seo is intended for short term rankings of 1-6 months whereas white hat SEO is intended for 6+ months and longer. Both methods work very well, but typically a hybrid of the two aka. grey hat tends to work the best as you get a mix of speed and safety.

In my opinion it depends on what you are looking to achieve. If you want to build a quality site that lasts the test of time White hat is the way to go. Alternatively if you are looking to "Churn and burn" sites then Black hat will get you those results faster, but with the inevitable de-index at some point down the line.
