First of all you need to understand what whitehat SEO is about. Its not only about building good web 2.0 properties and stuff like that. Its all about getting links from authority sites , which provide both , backlinks and good amount of referall traffic. You should aim at doing that.
Also you have work on creating amazing content which not only the search engines like, but people who read it also like. This is very difficult to achieve but it is possible, no doubts about it.

The site will be a quality site, with quality services, and quality content. I'm in a competitive market (crowdsourcing, web design, etc... you know how it is), so I'm looking to get some effective SEO. The end goal is this: I want to rank well, and I don't want to get sandboxed.
I'm doing some keyword searching right now to find the least competitive way to go about it, but once that's done I'm going to need SEO services.
If you can provide me with SEO that won't get be penalized, I'm highly interested!

Definitely! Local will be a large portion of my client base, but I'm integrating a lot of off the wall marketing tactics to generate those leads. This SEO is more for global purposes.
It's a fresh site, so I'm not entirely sure how to go about it.. there are many services offered in the SFS section, but I don't want to do anything that's too big too fast. From my understanding, a drip fed campaign would be the best!
