I don't think anyone is doing white hat SEO today. All SEO strategist are taking help from black hat SEO methods. Because of high competition in online market every one wants to impress Google by hook or by crook.

White hat SEO improve usability or accessibility of the site while it also improve SEO Factors.

Black hat SEO potentially improve SEO factors, although it harms user experience in terms of human-computer interaction with a web resource or application.

White hat method is a process where you wait for rankings to happen on their own and you don't do anything except posting content to improve google for its users in someway where as in blackout you try some method to manipulate google and get better rankings.
On a funny note, these days for google, site which use adwords are white hat and all other are black hat

White hat SEO is a ton of work. There are no shortcuts.
White hat SEO works. Really, really well.

Black SEO is need more than 5X works. and It's a shortcuts but you will face problem of any google update

WhiteHat is slow and all work is done manually, this method is permanent and has long lasting events and one doesnot get penalized also if work is done properly,
