honest advice, your post will only bring you shitty pm instead of real and professional providers, please spend some days reading services and reviews and check reputation and itrader score, that is much better.

White Hat?
Depends what you mean by White Hat.
GENUINE White Hat (not one link created just for the sake of link juice or accruing Page rank - cause as soon as you do that - it ain't White Hat) yeah some around. Most should be based on traffic rather than SERPs in everything but the longest of term. In anything but the softest of niches, White hat does not offer SERPs without a hell of a long wait.
Others call "slow" link building White Hat - which is a crock of shit. Just because you do something innefectively doesn't make it different or "cleaner" If you make links for the sake of making links - you aren't white hat.
For all that try "The Ranking Guys" who advertise right here or other ones from the services sub forum. They are two very well respectd members who do a really thorough job.
If you want serps substitute the phrase "White Hat" for the phrase "safe and effective"...SEO
