In this article (https://support.google.com/webmasters/answer/66356?hl=en), Google's guidelines says:

Excessive link exchanges ("Link to me and I'll link to you") or partner pages exclusively for the sake of cross-linking.

Since Excessive link exchanges are bad, this in effect says that non excessive link exchanges are OK. How are you going to have a link exchange without building links?

In this Video (https://www.youtube.com/watch?v=x0-jw_PfwtY#t=59), MC says that linking a small PBN together is OK, but not a big one. How are you going to connect one site together in this manner without building links?

I can only use logic to guide me here, but it seems to me that if you can build a link between 2 to sites you own and its ok, that by definition says that Google does not mind if you build links under certain circumstances.

I am well aware what Google says and what that means in practice. Google started telling people to back off guest posting in 2011. He cautioned then if guest blogging didn't stop being spammy, it was going away. No one listened and two years later these links get hit.

But You and I also know that guest blogging works just fine, even when you put a link there. Overwhelming links will rank anything.

And do you seriously think a no follow link does not help rank?

The statement "No follow links do not pass page rank" (true) is not anywhere near the same as "No follow links do not help you rank". (false, it diversifies your link profile, and even though they do not pass page rank, they do seem to pass some authority.)

Can you rank a competitive site today with only do follow links?

As for guest blogging and article directories, the same thing happened to them that has happened to links, the description, the keyword tag, press release web sites, and so on: they got so full of spam that they were affecting the SERPs. Google ALWAYS devalues ANY action that falls under this umbrella, and it started way back when they started to ignore the keyword tag.

For the record I have sites with links from e-zine articles and haven't gotten any penalty from them. Must have something to do with quality, quantity, or velocity.

I still say link building is OK if done to properly promote your business online. Google cannot exist without links, and they know it.

If you want no risk you have to earn your links naturally.

no, no, no... white hat seo means adwords and no seo at all

There is no "white hat" in my opinion.

If anything you do is for the aim of manipulating the serp's in your websites favor, then it's "Blackhat" by Google's reckoning.

Just be cautious, and don't use some the more spammy techniques and you should be fine.
