White Hat SEO for a site with no content?

Hey BHW!

First I'd like to say hello and thank you to all the users. I've learned so much already simply from reading other users post. Now time for the question...

I have a blog with a decent amount of content. I use basic white hat SEO techniques on this blog and it is starting to rank highly for certain search terms. For two of my most recent articles I'm ranking 5th and 3rd depending on how the phrase is typed into Google. I feel like it is fairly easy to rank highly providing you have content. Like Matt Cutts from Google says, content is key.

HOWEVER

I also have a website under construction that promotes a business, more specifically an individual. This website doesn't have regular posts or high level content. It literally says what the business/individual is and what they do. How do I go about doing white hat SEO on a site that doesn't have content?

I've done some basics such as using the right H1 H2 tags etc and submitting to directories. What else can I do without content? I hope you guys understand the question!
 
An seo campaign should be started after your site is finished,not before.Else,what reason would the users have to talk about ur site(backlinks),if there's nothing inside.

Edit:I'm not saying it's impossible to rank a site with no content,but just by trying this it is "blackhat" :D
 
I know that but what I'm saying is that this site won't have much content when it's finished. It will literally be about the business and that's it. Do you understand my question? It seems not
 
I guess it depends what the site is about - is it based on a subject that you could write about?

If not, who would naturally link to the site? Put yourself in the shoes of your potential readers, because they are who you need to imitate with your SEO efforts.
 
Writing about it would be difficult due to client confidentiality.The search phrase won't have much competition, especially locally. I suppose I could just try to get some backlinks but for this particular site I need to be 100% white hat
 
If this is a local business you can do quite well without much content, if you do it right. Usually, you can at lest come up with something to use as content if you try, but even if you can't, you can rank the site locally with the right procedures.

Local is completely different than IM, backlinks do not play as large a part. Get your on-page very solid, get local citations, get some social signals.get only related backlinks.
