Neither, Gray-hats do.
Simple reason. They are white-hat affluent enough with the over-world corporate logistics and politics to operate in the mainstream economy and black-hat savvy to realize that the ultimate ends justify the profitable means.
Anytime a system of making money is involved laws will be put in place to continually widdle down that system until it becomes too saturated with red-tape to give it any serious thought for a productive means of earning any profits.

Depends on how you want to compare
A WH site will make u money over long periods of time, and if your any good, it will grow each year
A BH will make u money quickly but not for very long, as google will ban you at some stage

I hate it when people say that. Black Hat is defined as unethical whereas White Hat is not.
