simply get a free mailchimp account and upload your whitehat legitimate email list of your clients and market to them respectfully and occasionally, along with providing value.

i am pretty sure you cannot tell what list he his going to give you to promote. They are so many verify tools online but none of them will help you to define black and white .
you just have to risk with any free PMTA sites such as sparkpost and other.

Email marketing is okay as long as you do it every once in a while, do not send an email every day to the same recipient; they will get tired and mark you as spam.
Sending emails to the same recipients is excellent if you do it every 15-20 days.
