Which website builder do you use for building non wordpress responsive websites

I want to know a software like xsitepro which can be used for building responsive websites
with the templates from themeforest and other such marketplaces.

Is there any such software or are we supposed to use something like notepad++ for building websites.

I am sorry, i should have mentioned anything other than dreamweaver which is as easy as xsitepro.
 
Why you need to use any tool to mark up a responsive template? Its not much hard to make. Simply I use Sublime text editor which has no graphical advantage. Actually responsive design need media query code of CSS3. If you normally know css then just take a look on media query chapter. Just you will write what will be changed when the webpage will get a tablet screen or phone screen.

You will find details in the w3schools also you will get many video in youtube.

Simply because having a website builder means, all the content, links, images and other things
are at the right place and can be edited when changes are made, when the website goes above 100 pages.
