If you need an all-around geo VPN, any of the big, commercial players will do (Express, Nord, etc).

However, if you need a privacy-oriented one, you can check proton or mullvad.

Well Windscribe for one has a decent rating. There's NordVPN and Tunnelbear as well. But these are all restricted in terms of functionality - I mean you can get very little done before someone blocks the IP.

It depends on what type of IPs one requires. Sometimes data center IPs do not work well with certain websites in terms of account creation, etc. Depends on what is the intended usage of the IPs (VPN or proxies).
