My competitor posting content on these type of sites worldblogged (.) com , mybuzzblog(.)com for do follow backlink.
Posting article on these type of website is safe for SEO?

Hmm He is doing the right thing because his site is on first page. But these sites has no organic traffic.
 
Try with one, I would say, they’ll delete your blog after few days. I think this is some paid spam service.

Consider this: how old is your competitor site? Maybe he built these when they had value.

These are link farms and Google knows them. They usually don't get indexed for a few months because they delete hundreds of blogs every month. You can either give them a try or ignore them.

I have seen several sites ranking with these blog backlinks. Some of these blogs have high spam score. Apart from that, I didn't see any negative signals. You shouldn't have any problems with them.

It's safe as long as someone don't report to google.
 
It's the same crap created by Money robot and most probably it's a similar tool here,
just avoid such stuff, they have a little to no chance to give you any results,
and even if they do, the links will get deindex by the next couple of weeks
