If I were to choose between these two options, I would go with Private Proxies.

You can index with social bookmarks or forum profile for "free" (i.e. no captcha).

you can use proxy multiply or proxy goblin
it will go out and find proxies for you
however, by using public proxies you may get really slow connections
to get indexed, there are many ways. its better to let google find the bl naturally.... bookmarks, tier2 bl (gsa, ud, manual web 2, etc)
gsa has a public proxy finder. id suggest though to buy a handful of private proxies instead of using public. gsa integrates with several indexing services like linklicious.

If you're just scraping and working on tier 2 or 3 sites, you can use cheap and blocked proxies, you'll have a lower success rate but they're free and you can easily find tons of lists online.
