I would recommend tier 1 links with high metrics ,relevant niche posts and some tier 2 links for diversification can help. perhaps having all these and looking for specific keywords traffic then look for social signals and guest post to naked/brand anchors.

I would recommend you to create web 2.0 links or guest post links related to your niche else all backlinks are waste of time including blog commenting.

First of all depend on your niche, websites and KWs. Doing some niche related niche edit can be a good option. Also,Google now like traffic driven page not ghost guest post.

Probably niche relevant guest posts/hw pbn with high metrics as tier 1 & spun PBN links/social bookmarking links/web 2.0 links as tier 2 which helps in indexing faster.
Link diversity helps today's search engines rank better. However, make sure that all the links are indexed.

Tier1 can include guest posts, Niche PBNs from trusted resources. Tier2 can include web2.0, social bookmarking, local citations and spun links.
