Which template this site is using?

Could someone please tell me which template this is or what is a similar one?

A quick look let me to believe that this is a Boostrap 3 based theme.

It’s definitely not a WP based theme, but a plain HTML bespoke build.

NotAllenTuring is right, it's not a WordPress website. I don't see any obvious signs of it being based on any known CMS. The fact it's written using ASP.NET confirms that too, as there are few CMS platforms based on it to begin with.

By all accounts, it seems to be a completely custom website. It does use Bootstrap 3, but that's just a CSS library.

the website is built on Microsoft product ASP.NET therefore one can expect in latest version of asp.net it contain bootstrap in development.
So website is on ASP.NET with html,css and javascript along with jquery
