Looks like the work of some advance 3D rendering software like blender or something like that. But not sure about that. If someone knows please share.

Some animation software but shiteeeeoooo it the video is so creepy man. This stuff could give kids nightmares.

You can get the 3d models off various websites; import them into software like Cinema 4d, Blender etc. Then you can keyframe the various movements and animate them. For the walking cycles etc, you can apply free ready made ones from Mixamo to the rigged models you find.
