keyword research is the most important thing, so unless you want to do it all manually I would recommend getting Market Samurai.

Although, for best value, Scrapebox is the best tool out there.

I'd start off with these two, then start getting other tools like Xrumer, AMR, BMD etc as and when you think you need them.

Defo go for scrapebox. Also if you are going for keywords with low competitiveness, i would also recommend a bookmarking tool like bookmark wiz. By bookmarking terms then hitting the bookmarks hard with scrapebox you can get quick results with low risk.

1. Definitely go for SB first. Learn how to use it AND how to scrape your own proxies instead of relying on the ones that SB scrapes.
2. Buy ten or more private proxies if you plan on blasting out comments.
3. Learn how to use Google's Keyword Tool. It's free and will help you learn how to analyze large number of keywords. When you have some extra money, then buy Market Samauri.
4. Buy The Best Spinner next as it will help you to more quickly write articles and better SB comments.
5. Next buy Article Marketing Robot, perhaps not as effective as it once was but still beneficial.
6. Next buy Book Marking Demon to get more of your backlinks indexed.
7. Ultimately buy Xrumer
