If you want to try a good free one, try DaVinci Resolve.

These videos use green-screen animation stock videos, which are superimposed on the main video. Your video editing software should support Chroma Key or Green Screen; Filmora 11 is one of the easiest software to create such effects.

You can use almost any video editing software to achieve this. If you are on a mobile device, I recommend CapCut or Kinemaster. If you are on a PC Device, I recommend Premiere Pro. This is a very basic edit and almost all editing apps can achieve this.
