You cannot advertise own panel in reply but you can mention other panels if you have found them useful.

There are many panels on BHW. Some of these offer test balance. You can test with this.

That is when you do the 7 days test to a service. If the views didn't drop within 7 days then the views will not drop.
For your question, try to post your question here https://www.blackhatworld.com/forums/want-to-buy.92/. All of those who replied to your thread will surely advertise their website. No one here will recommend you what's working unless they are selling or you better try it yourself.
My recommendation is try to ask for test credit and order the min and do the 7 days test. If the views didn't drop within 7 days then you have found a non drop service.

Even if someone suggest you, do not make a large deposit first. Test with a small deposit first.

Hi! There are many very cheap services on the market but we would recommend something that cost around 1$ these days. Drop Rate, Speed per day, Start time speed , Price, Quality, Maximum, Support after the purchase are some things that you have to keep in mind as every service will vary.

No-one will give you their preferred panel & will only ask you to test all the billions of panels... Don't bother. I tried the same but found all of them crappy.

I'd strongly advise to be careful. A lot of the replies are from people who run SMM panels and they aren't going to shit talk their own services.
The truth is that SMM panels are not advisable on YouTube. The views WILL drop, whether it's a week, a month or a year they are going to drop eventually. They don't work for ranking either anymore. As soon as you submit your channel for entry into the partner program they will reject you and remove the views and you'll likely end up with a shadowban. Anyone that says otherwise either doesn't know what they are talking about or they have an invested interest in an smm panel.
I've been making money from YouTube since 2010. My current main channel has over 2.4m subs (100% whitehat organic growth - will hit 2.5m by the end of the month and 3m by end of the year). I've tried every method imaginable on YouTube and in since 2016 Whitehat is the way to go and sponsors is where the real money is.
