Why is TF/CF not important?
First, to see the real TF/CF values you have to check the "Pages" tab on MajesticSEO, there you can see that the same domain has different values for different URLs (e.g. with or without 'www'). These values will usually be higher than those presented in the front page of the domain.
TF/CF have almost no correlation with the overall domain's SEO/backlink-profile quality. You can, often, find pure spammy domains with a very high TF/CF. In other words, don’t worry about TF/CF much and just focus on the backlinks; they are the building blocks that give a domain its SEO value.
backlinks of good domains usually come from inner pages of authority websites, and often not from homepages. An inner page of an authority website will usually have a TF/CF of around 10 to 15 (and sometimes even lower, for no apparent reason). As a result, the TF/CF of the domain will usually not go above the TF/CF of these pages, leaving it quite low.

@leon0021 - on scraped domains DA and PA are pointless.... the good domains have none and the spammed domains have a lot. aside from the advice that Vladamir shared use wayback and screenshots and check every single page page 1 by one and sometimes u find the spam on some inner page like contact page of the historic snapped site.

@letmesleep yes dhg was good when I played with it but may be too costly to just grab a few domains
you can get the freshly dropped lists, but it is still 100k domains daily to metric and spam check to get to anything and it is typically tr5-tr10 domains and very few after all the sifting... you may need a majestic platinum account to upload 100k at a time (not certain the limits)

These days, you should not consider only TF. There are other metrics as well, such as back link profile, RD, DR. For hunting good expired domains, Domcop is a good one IMO.
