Which SEO tools with which tiers?

It depends what you put into your tiers, whether context backlinks or something else.
If backlinking, start with Scrapebox. Find your relevant sites according to the footprint you need and then create those with macro, semi-manually, and from there you can also comment. Scrapebox is pretty much the best thing. It's more of an internet tool than just IM tool and I use it regularly in my day to day, it's nuts.

Using separate tools that are available for each task.But mostly will try to delegate this part since they are cheaply available
