Which Search Engine Optimization Strategy is more effective?

Hello visitors of BlackHatWorld, I have a query regarding Search Engine Optimization for my website.

After a prolonged period of contemplation, I decided that these two methods I will list below were the best ideas that I could currently think of (that is within my budget).

1. Post an article to 5000 Article Directories, then utilizing ScrapeBox, build several hundred backlinks with high PageRank and Low Outbound Links to the posted articles.

2. Simply post to thousands of High PageRank Blogs, perhaps in conjunction with a Link Wheel. Harness the power of Web 2.0's to improve my rankings.

The competition for the keyword is moderate, and I suspect with a solid backlinking strategy, I shall be able to dominate the Search Engine Results Page.

You need to utilize both strategies.. but if you really can only concentrate on one of them, go for #1.

Edit: I misread #2 and thought it included commenting on high PR blogs, not posting on them. Go for #2 if you must.
