Which region to target for Adsense?

Obviously for a site selling CPA offers one would specify the region of the offer as the target... but for generic Adsense sites, what's the game plan here?

bump--- if you're building an Adesnse site, do you target the US or do you target the world?

for adsense, i thik better if you targeted the world, because adsnese will banned you too if your click is coming just from one country, i live at indonesia and i get banned because of it
