would suggest some actual OOP language as C#/JAVA. ruby looks interesting too.

C++ is good for deeper understanding, but actually, in modern programming languages context, u're most likely not gonna use it practically.

Go with python, there is a LOT of libraries for almost anything, syntax is easy and the language very powerful, it's also cross platform so you can build an app that would run on Windows, Mac and Linux easily.
PHP Web programming is a bit different as making software, as a PHP page is rendering a page and then exit. A software stay in a loop the whole time it's running
