There are plenty of email submits that pay over $1 on different networks.

Email and zip submits pay from 1$ to 2$.
CPA Networks have lots of it: Hydra, Neverblue, etc

They require you to have a website. But you can always sign up with a website that's not yours, as most of them don't verify if you're their owner or not. However, they ask you a description of it

Every CPA network requires you to build a website because email/zip offers have to be promote with non-incentived methods though actually you don't. It is easy to create a website or blog. Don't lazy. It is the basic thing you should do if you want to make money with CPA network.

That's true, but like a previous poster mentioned, you don't even have to make one yourself. You can just use one that is already on the net and hope that it is not already registered with their network

I have applied to around 20 different CPA networks and only 1 has ever asked me to verify that the page is actually mine. They requested that I just add on a page to the domain with their network name in it, so yes, in some cases you gotta have ftp access to the site.
