Only 2 options I can see in market propel media and RTX. But don't know if they are active or not ..From experience, Exo and Zeropark are still the most commonly used for that kind of pop and redirect traffic, while Adsterra and others can work depending on GEO and volume.
As for pop push trafic, you should definitely choose exoclick and zeropark. Adsterra although it can show great results in some situations, the quality is very diferent for each GEO. anyhow, it make sense to start your test on these platform with low budget.I want to target pop, popunder, new-tab, or full-page traffic by exact domain, full URL, URL substring, page title/content keyword, or search query.

Finance , gambling ,crypto , these verticals are high priorityfor the granular url/keyword targeting youre describing specifically, zeropark (keyword + target lists) and propel media (the old trafficvance style url targeting) still do it best, adsterra and exo are more category/RON than exact-url. but honestly with pop the targeting matters less than offer-intent fit, its interrupt traffic, nobody asked to see it, so even a perfect url target only converts if the offer is a 3 second impulse (adult, sweeps, pin submit, app install) and the lander matches the page they got popped from. what vertical are you running? that decides which network actually converts more than the targeting features do.
