Hi.

I need a way to take payment for digital services, such as digital subscription or content access fees.
These will be small amounts $3-$5 at a time.

Whats the best way to handle these sort of payments?

Whatever is the preferred way of paying of most of your clients. PayPal and their subscription system probably. If you can't take credit card payments with it, consider adding something like Stripe too. If your clients use crypto, use a crypto processor as well (e.g. Coingate, Bitpay).

I think PayPal is all you're going to need to be honest.

a $3 transaction through Paypals current fees = about $.25 which is about 8% in transaction fees. $5 = about 6% fees.
Isn't that high?
Also, paypal wont support me in most cases as its digital services. So I expect I would get scammed alot.
