Well I have been a pay per call publisher for a little over 2 years now and I've done really well with a few companies but the best so far is this company called pay per call inc. (hxxp://paypercallincdotcom). They have a ton of big $$$ campaigns and they even pay out every 15 days at first but every 7 days once you've been with them for a while! I used to work with Commission Junction and they were ok for offers but it takes like 2 months before you even see your first dollar.
In regard to the referral period, here is the definition given by CJ:
The time period during which an advertiser allows their cookies to remain active to credit publishers for their referrals. Action referral periods are determined by the visitor's last click-through to an advertiser's website and must be between 1 and 120 days.
What CJ is really saying is your not gonna see your money for a while! lol (Don't waist your time)

My methods for all 3 have been email blast, mobile search and display (with click to call functionality), Social Media and yes even Craigslist.
I had my best 3 months I've ever had working with these guys over at pay per call inc and the money is really good,
