You don't need high CTR to rank. Google ranks sites by relative metrics. So, if all other results on page 1 have ~5% CTR, you can rank by having >5% CTR. In case of brand keywords (like twitter, hulu, onlyfans etc), most CTR goes to brand website. So, you can rank by using fresh content even with very low CTR.
I've ranked a Google site with <1% CTR for a kw having half a million impressions per day. The conversions will be low due to low CTR but it's possible to rank.

Try G Site and Medium
Medium seems have no tolerance on spam or crap content, but medium index very quickly.
G Site can rank quickly, but if u made mistake or reported by others, u lose them all overnight.

I recently did some Google sites. They were pretty slow to rank maybe more than a month, but starting to do good. Saw one thing there outranking my site the other day.
Have used Medium but just posting articles there. Didn't try to make money fromthem.
