Which page to target for making backlink

I want to rank home page.
Should i create backlink to home page or related page with internal link to home page.
I observed that if i create more backlink to page i want to rank, link juice flow out of that page to other pages in website.

If you want to rank homepage, build links to homepage. If you made internal linking the link juice will flow to other pages.

Around 80% homepage, 20% to posts, have your main posts on the homepage and the link juice will flow from the homepage into your main posts. Then link your main posts to other articles to create a circle of link juice.

Can i add all anchor with link in footer so that link juice flow back to exact anhor page

I'm not entirely sure what you mean, can you rephrase the question? I would just advise adding your main articles to the home page for link juice flow, it looks natural,

That doesn't necessarily work. There are other factors involved. Overlinking to certain pages can do more harm than good.

I would put it more down to relevance as the main thing to look out for when linking, I see to many people linking everything and anything together just to create links. Better to be conservative with internal link IMO.
