Which page should I link-build for?

I built a new money site about 2 months ago on a 13 year old domain for a local web hosting & domain registration company.
1 month after it being up, with very few links (from old websites I'd designed), I employed SEOLIX/DarkDeamon's white hat link-building service for the "web hosting" inner page section of my site, as I had very little content on the home page and I wanted to specifically target the web hosting section (which will generate the most cash hopefully).
The inner page is now sitting on page 3 for 3 (of the 4) KW's that I targeted. - Not bad!

It's has since occurred to me that the home page, being PR2 and PA 35, probably had/has a higher chance of ranking high than the inner page does (currently no PR and PA 25).
I'm now going to employ another 'white hat' link-building service to again try push the web hosting KWs. The home page is not currently ranking for any of the web hosting KW's, but as of yesterday I've added a bunch of web hosting-related content to the home page.

With this new link-building service, should I rather attack JUST the home page (given it's higher PR & PA), or continue to focus on boosting the inner page (which is ranking nicely but doesn't have the PR or high PA)? I have the choice of 3 KW's and 3 URL's to target - not sure how I'd split the KW's up if I target both pages.

It may be tempting to focus more on a page that seems to have a head start compared to other pages however keep in mind how those links are being built. You should be tailoring links where possible to each page of your site. For instance if you are building links to your inner page for web hosting, you should build links with your target keyword as anchor text and also try and place links in content that is related to web hosting.

Also, ranking the home page of the site for a keyword that it is not as relevant for will not do you much good. Ideally, you want to rank the page that has the most relevance to the keyword so that when people click on it in SERP's, they convert more easily.

I have a question about it though. I followed the first step and checked out the Top Pages on my site for inbound links. The page 2nd from the top (hosting.php) is a page I 404'ed a month ago and used a 301 redirect to the new version (web-hosting.php). Any idea how long it'll take for Google to de-index that? I can't even understand why there's +460 links pointing to, when I maybe built 5 for it. I've built all the links for the new web-hosting.php.

Very confused...

When trying to rank for keywords I always think of the home page as my "Battleship." That is the page that has the best chance of ranking for my targeted keyword. But I tend to focus on more generic, and more competitive keywords, on the home page. Then I target longer-tail keywords on the inner pages. I'd be scared to have too many links pointing to inner pages, especially if those links have rich anchor text. IMO I think that would send up a red flag deep in Google's spam filter.

Build links to inner (money) page with a good mixing of keywords.
