Are you planning to use proxies? if not, it would be much safer to not host on the same IP.
If you are going to be using proxies, I don't think it would matter.

Windows os vps(if you plan to run jarvee),yes you can connect it as a web host.

Yes. Keep your tools VPS separate from your hosting one. Running on same VPS is worst mistake you can make.
