In the description on YT, should I have the link leading to my blog that has the DL link on it, or should I have the download link in the description? (I am using a url shortener)​

If you have more downloads on your blog you can do both. If you have only 1 I would do just the download link because people can get to your link in just 1 click insteed of more.

I've never used the blog before for downloads so I'm wondering if I should use that instead?

if your using multiple videos, then multiple links and variations will be good.
