Which one is best for VPS

I assume that depends on the content hosted and on the location.
I have seen 2 group of people : the ones who likes them and the ones which do not recommend them.
The only thing i found bad about OVH is the support which is pretty much crap; but if you have an intermediate level of linux knowledge you should not have a problem with them.

Any reason to avoid OVH? I use them and no problems so far.

Their dedis are not bad, but their cloud services are seriously capped. Their performance is terrible. And their support is underwhelming (they think they can charge for a "gold support" for current users and treat regular ones like s**t). Avoid OVH at all costs. Many other services as I've already mentioned are way more attentive and offer way better performance.

I used to have like a dozen servers with OVH which I have been migrating in the last decade.

Lightsail is a bit overpriced and the quality leaves much to be desired.

Performance wise, it's better to test servers doing certain bulk actions and see their results. For example, download a big package, compile something from sources, check how much does it take to download and then to compile in each service of a similar price level.
 
Thre best VPS providers are: asvhost and hostingsource.
Cheap and reliable they are!
 
You can get 2gig RAM VPS for less than $3 on prohoster. Just install centos 7 and aapanel then you are ready. Someone used their VPS for a movie journey site. That's how I found out about them.

Others:
1. OVH (only because of their uncompetable ddos protection value makes their above average price definitly more acceptable).
2. Kimsufi/Soyoustart (sister companies of OVH, cheaper, older hardware).
