Which networks that accept Email Marketing?

I want to know which network accept email marketing, as i have some huge email list to start with.

Whether US medi-caid emails are worth for CPA? I am getting this doubt as those insurance is for under poverty.

Yeah, all cpa networks accept email lists, but different offers on that network may not. Just check what traffic restrictions on the offer or chat with you aff manager

Every network allows email marketing it's just that they are wary of letting affs. promote this traffic strategy.

You can use it for any network, if they do not support direct email traffic... divert traffic for an lp and then to offer. If done properly, you can get better conversions
