May be fb is marking your ip/device.
It happen sometimes. I am using three different mobile phones to make and manage fb. 2 id on each. Six in total.
On which 2 is working fine but in one mobile whenever i create a new id and add a first friend fb disable my account immediately.
But on other two, i create a new id. Add detail photos and add 10 people then wait for few hour. Again add 15 people. Then wait for 1 day. Add only 10 - 15 people until you start to getting friends request. On reaching 100 friends you will start to request naturally. Just add them. Don't do anything with group.
In 10-15 days you will get 4000+ friends. Do the same with different ids.

Then make a new account put some pics and cpa offer on the latest post on the profile.

Now start sharing these non link photos using 4000+ account. You will get traffic to your main profile with cpa.

And try changing your device. In india old mobile phones are cheap. I just buy the old onces to run social media accounts.
