That's absolutely not how it works. Not to mention DA and PA are completely useless metrics as everything from Moz.

TF CF ratio is another completely useless indicator, especially with web 2.0s, which tend to be tad spammy. Plus, even if that indicator worked, you want your ratio to be low, not high.

First option and one link to MS from web2.0 homepage together with a few links to authority sites. But I would use different platforms not just blogger and wp. Be prepared to either build links to these web2.0 or other links directly to your MS besides web2.0, as i don't see you will get much value with just plain web2.0 properties. Also before building links, after some time your web2.0 have been live, run an index check to see how many of these web2.0 properties are even indexed. No reason to build links to those that aren't.
