Which mass mailer software should I buy?

Looking to only send 100 emails or so a week, so I don't need anything crazy.

Should I buy a program for a one time fee or should I pay for a service? What software / service should I choose?

Also, would 100 emails a week require the use of proxies if I go with software?

looking forward to seeing what people say here im new to mailing also. for small amounts of mailing you might as well go with mailchimp and they insure 100% inbox. if anyone has a suggestion for mass mailing software im going to be doing a couple thousand emails per day, is it worth getting a vps for this or just getting a normal reseller account and mailing with "the bat" for example if this is still a good program
