my suggestion use any paid seo tool link intersect method, through that method you will get quality link options
 
Here you have to choose sites where they have more information about your service or product, IE: if you are SEO firm then you have to get links from technology news, blogs, SEO forum, anything relating to your niches and your site. so if you choose like as I said you will get benefited from that link juice and more powerful
 
I would say choose the first one.. because the no of backlinks alone will determine the site metrics. their quality play a major role
