Please make sure you understand that all of link building softwares need proxies, catpcha resolver services ..etc to run normanly.
Don't go with xrumer if you need to rank your own site. Xrumer only can build tiier 3 links

I would look into GSA search engine ranker, or rankwyz if I was you. Rankwyz is easier to use if you want to start with something simple.
Most Seo Software requires a VPS - About $40 a month .. Proxies as well as Scrapebox to Scrape Lists for the Software
so for $200 -- I'm not sure you could get something that's going to work well.
You should search : SeNuke / Magic Submitter / Ultimate Demon / Ubot / Zennoposter / GSA
and try to learn about them first.

do you no how to rank a site without tools? if you dont then tools wont work

for the price, only option you have is GSA, GSA Indexer, Capcher Sniper X, a few De-Capcher credits and set of proxies(HMA Pro works too @ $12 per month)....

Thats one heck of a list indeed
I guess you could break up the question into whether your talking white or black hat. The list Morgan 456 provides is excellent for pursuing white hat links. If your talking black hat I'm told Link Emperor is good. Disclaimer: I haven't used it yet, still in the deciding phase but have read good things about it.

Everyone forgets Licorne AIO -- it works good, and can be taught. Bit more expensive right now than GSA I think. I tried both and ended up getting Licorne.

If you picked up GSA + SERengines(14.99/month) you could post to Web 2.0's, guestbooks, blogs/articles, blog comments, image comments etc etc. I don't think you are going to find something better than that considering the price.
