which language will best to code browser?

I am thinking to create a simple custom browser. I will hire some one for that. but i have little confusion. In which language should i code that browser.

I want it should light weight and work max window machine.

Please share your suggestion.

Why would you like to create a new browser?, you could use the chromium code. Example: desktop evernote use parts from the chromium code. Here is: http://dev.chromium.org/developers/how-tos/get-the-code

I am actually thinking that you will need a tad bit of Python and Ruby to build a good search engine. However, I could be mistaking but I believe that is what you need to do it.
