Which kind of link is safe and cheap when I try to increase My new site's authority

When you say authority do you mean moz da or just general authority in the eyes of Google?
 
Google redirects would be good to increase authority for your domains , Would best and effective , just google some google redirects !

It sounds like you want a safe way to increase your rankings and authority.
I would go with some high quality, niche relevant guest posts (not $1 links). Try building a few per month and see how that changes your keyword ranks.
 
You should only get links from sites with REAL traffic. If they don't have real & relevant traffic - I wouldn't go with them.
 
If you're tight in budget, you should go for PBN rental services,
they do provide a good quality compared to others such as spammy pbns, guest posts, etc..., which makes it perfect to start with,
and since you pay on a monthly basis it makes it cheaper for the short term

web 2.0s are cheap & safe to be used as well,
with some good content, indexing method & tier 2 links they could do a good job,
you won't be able to compete outside the easy niches/keywords with these tho, they're not as powerful as other links

This is what you should do.
Think out of the box also, many you know already someone with website and you can place there a link?

Allways think about diversicitation of those links and dont use exact match anchors at the begining.
 
One method I'm doing lately which comes completely free (only requires semrush);

Pick a ranking site on your niche and don't go for a high authority one, put that into the semrush backlink analysis and try to look for a website with a diverse profile.

Semrush has some good filters, I go check the blogs and forum links, you'll find many decent sites which you can add links manually for free! I also find some good profile links, web2.0 and parasites along the way..

I split those into 2 groups, decent niche related ones which I use manually to link to my money site (preferably forums and profiles), spammy ones which I use as tier 2 for the ones I just did manually (mostly comments).. I do a couple links every few days, but looking forward to increase the velocity.

You can find many threads here about free tools if you don't wanna buy any. The investment here is zero money and little time ;)
 
PBN links are top tier for what you're looking for.

Web 2.0s are easy but won't give you exactly what you're looking for.
