you should use both (link diversity and variation is important).

Of course, you shouldn't use them willy-nilly, you do need a bit of strategy. But in the end you're going to use both :)
I see many people say that "anchor" will easily get penalized by Google.

abused / overused anchors yes, but this is usually true for exact match anchors. The other types (branded, naked URLs, generic) get more lenience

Ideally neither - the best links are from fragments of text in a relevant article. You see these sorts of links in legit newspaper articles all the time. If the fragment of text just so happens to contain a relevant keyword or other related term, all the better. But ideally you shouldn't be crowbarring in a keyword into your article and using it as a link anchor.

If in doubt, thats what I do. It’s a safe bet every single time but most of it helped rank for my main brand keyword(s).

a mix of both, although anchor imply Google about the keyword it should rank the site for.
