FreeCodeCamp is a good place to start learning about web design. Always know the basics first like HTML, CSS, and JS.
After that, if you want to design a website faster use CMS like WordPress.

If you already know HTML and CSS then Just search on YouTube, things like Instagram Clone with HTML & CSS. or UI Designing with CSS like the login page etc etc and just follow how they are doing it and learn...
