I agree with Scritty,
I've saw so many website penalized and they were doing only manual Backlink building - nothing automatic - and I saw a lot of websites promoted with different backlink automatic submitter that were safe and working at high power even now. There are a lot of factors that should influence the way of how Google is seeing your website and how is treating it.

I think you can get quality backlinks by social bookmarking, guest posting, directory submission(on quality sites).

GSA SER definitely. Must tweak the settings to make sure that you are not posting to porn sites or other overused and spammed sites but I love this software.

For better results it is highly recommended that you focus more on manual bcklinking and prioritize on high PR quality links. But if you still prefer to use automated software for your backlinks, you can check out Senukex or Scrapebox. Good luck!

It entirely depends on individual's purpose, if you have many seo clients you would use more then one tool.
GSA SER is cheap and best, as it is one time payment only.
