Which is more Effective Forum posting or Social Bookmarking?

Either one could work in anyone's favor if the situation is approached properly, but the one factor that ties in the "success" factor for either method is the audience the content is being presented to. The number of interested people in your target audience doesn't mean squat unless they are given reason to take interest in your content. Also, choose the form in which you present your content according to the brevity of your material. Forums are useful in that they provide a venue for discussion. If you bring content to a forum, be prepared to discuss it with your audience and don't just make a post and then leave it. If you just want to present information and then leave it at that, then social networks like Twitter and Facebook are useful for presenting information.
 
Why not do both? Why stick with just a single link type?
 
2 Questions on Forum Backlinks.

1. If I create a backlink in a thread on a PR6 forum, even though the thread is likely PR0/1, will the backlink have any more juice than PR0/1?

2. Is it likely that a forum thread will be indexed quicker based on having a higher PR?
 
Forum posting seems to provide the best results in terms of targeted traffic and rankings boost.

Both of them are effective! Social bookmarking is more helpful that forum posting as it gives instant and pemanent backlink to your website. They have their own impact. Forum posting is good to increase the ranks of your keywords while social bookmarking increase traffic to your site and it is good for new projects.
