Either one could work in anyone's favor if the situation is approached properly, but the one factor that ties in the "success" factor for either method is the audience the content is being presented to. The number of interested people in your target audience doesn't mean squat unless they are given reason to take interest in your content. Also, choose the form in which you present your content according to the brevity of your material. Forums are useful in that they provide a venue for discussion. If you bring content to a forum, be prepared to discuss it with your audience and don't just make a post and then leave it. If you just want to present information and then leave it at that, then social networks like Twitter and Facebook are useful for presenting information.
