both shows same effect, but social bookmarking if done properly works better. Natural and Manual bookmarking works great to get traffic from bookmarking sites like reddit, stumbleupon, etc

Social bookmarks, in my opinion, but it doesn't mean that you should make a single type of backlink, this isn't too wise. Diversify.

I would say forum posting. It helps in ranking websites, and at the same time, traffic.

Forum posting works best for bringing organic traffic and ranking as well. Bookmarking just helps with ranking (don't know how much though), but the traffic from social bookmarks is terrible, great if you want to have a high bounce rate and low time spent (below 3-5 seconds).

I think forums are the best methods. Its takes far less time to find a subject to comment or think of a constructive answer. However, blog posting seems to be far more affecting in achieving keyword success.

For me I will prefer bookmarking more as compare to forum posting.There are more than 100 high pr bookmarking websites in the web, after bookmarking if we will go with rss submission then it will generate tones of back links for us

According to my experience both are very important, social bookmarking is best for boosting traffic as well as ranking and forum posting is also has it's own benefits. Both the techniques are necessary for the ranking purpose.

To answer this question, might require some clarification.

1. What effectiveness are you measuring? SEO value / User Traffic / Brand Awareness?
2. What is your goal for the above three areas?

In answering this ahead of time, I would break things down in the following:

SEO - Both - Assuming that you have do-follow links and properly varied anchors, that won't kill your profile, you should do fine with both
User Traffic - Forum Marketing wins in my book, unless you promote something that goes viral via a social channel. Unless you are on reddit, most viral activity starts from some social channel or video medium of some sort.
Brand Awareness - Forum Marketing - Whether you are building an individual or business brand, people connect quicker on forums.

Heck, I could be way off base on what you are looking for, but hopefully this helps you!
