In terms of PPC? Facebook as I know Twitter PPC is hard to get into.

In terms of spamming with accounts, it'd be up to how you use it. I read this the other day:

There is no right answer here. Different niches respond to different mediums.

Testing for for yourself will be the only sure fire way to know.

+1 For facebook. No one looks at the twitter promotions advertising whenever I see it on my tweets i completely ignore it that's just me though

facebook, most people on twitter are on their phones. On facebook most people are on their computer.

that depends on what you are trying to achieve, but I'm agree with most of the replies. Facebook is better in most of the cases.

It kind of matters what you are trying to get out there. Facebook is the best in the sense that almost everyone has a Facebook, and that you can post any type of media on it.

My vote is also for Facebook. On Facebook we get good lesser targeted traffic.

Facebook is good but if your targeting a younger crowd then fb may be harder to target.

definitely depends on what your promoting, facebook is good, but if your advertising fitness or fashion I'd recommend Instagram
